JP Haynes brings a wealth of experience centered on operational improvements, process optimization, and strategic planning.

Before joining Quadrant, JP served for a decade in the public sector, initially as a Submarine Officer in the U.S. Navy and later as a federal consultant supporting the Department of Energy’s (DoE) National Nuclear Security Administration (NNSA).

During his tenure in the Navy, JP played pivotal roles on the USS Nevada in Bangor, WA, and Strategic Systems Programs in Washington, D.C. Notably, his efforts led to the overhaul of internal processes, enhancing audit and surveillance, onboarding, budget planning, and execution processes. In 2018, JP’s contributions were instrumental in earning Nevada recognition as the nation’s best ballistic missile submarine.

Post-Navy, JP continued his impactful work at the NNSA Office of Management and Budget, providing expert analysis for programmatic projects and long-term strategies. His leadership in the analysis of alternatives restored the nation’s domestic depleted uranium supply chain.

JP earned an MBA from Georgetown University and a Bachelor of Science degree in Mechanical Engineering from Virginia Tech.
